Competence is different from capability. Capability is what you can get done, with help. Competence is what you understand: the craft to do the thing, and the judgment to tell good work from poor work.
The two used to rise together, because to do something you had to learn it. With powerful tools they can come apart, so that a person can produce more than they can judge.
